Does anyone have a clue when NCsoft plans on coming up with these in game? I really dont want to lvl a new toon because my current one is WAAAYYY to ugly. PLease and Thank you

Server transfers are an account service we will provide at one point, yes, but that's about all I can say before we unveil them (as with many other things). You are quoting a paragraph mentioning that eligible players will be offered to transfer for free, and this still stands.
